title=&#8221;<strong>What is euthanasia?<\/strong>&#8220;]<br \/>\nEuthanasia is a deliberate act undertaken by one person with the intention of ending the life of another person to relieve that person&#8217;s suffering where that act is the cause of death.<br \/>\n[\/expand]<\/p>\n<div><\/div>\n<\/div>\n<div>[expand title=&#8221;<strong>What is the difference between assisted suicide and euthanasia?<\/strong>&#8220;]<br \/>\nAssisted suicide and euthanasia are different.\u00a0 Assisted suicide is providing another with the knowledge or means to intentionally end his or her own life; euthanasia is deliberate action undertaken by one person with the intention of ending the life of another person to relieve that person\u2019s suffering where that act is the cause of death.\u00a0 An example of assisted suicide is a physician who prescribes barbiturates to a patient with advanced ALS who uses the drugs to kill herself.\u00a0 An example of euthanasia is a physician who administers a combination of a sedative, a barbiturate, and a neuromuscular block to a man suffering from advanced spinal muscular atrophy with the intention of ending his life in order to relieve the pain and suffering caused by his condition where the barbiturates cause death.<br \/>\n[\/expand]<\/p>\n<div><\/div>\n<\/div>\n<div>\n<p>[expand title=&#8221;<strong>Is euthanasia legal in Canada?<\/strong>&#8220;]<\/p>\n<div>\n<p>On June 17, 2016, new federal legislation came into force creating a regulatory framework for medical assistance in dying in Canada.\u00a0 Under this legislation, medical assistance in dying is legal if the eligibility criteria are met and the procedural safeguards are followed.\u00a0 The eligibility criteria are as follows:<\/p>\n<blockquote><p>241.2 (1) A person may receive medical assistance in dying only if they meet all of the following criteria:<\/p>\n<p>(a) they are eligible \u2014 or, but for any applicable minimum period of residence or waiting period, would be<\/p>\n<p>eligible \u2014 for health services funded by a government in Canada;<\/p>\n<p>(b) they are at least 18 years of age and capable of making decisions with respect to their health;<\/p>\n<p>(c) they have a grievous and irremediable medical condition;<\/p>\n<p>(d) they have made a voluntary request for medical assistance in dying that, in particular, was not made as a result of external pressure; and<\/p>\n<p>(e) they give informed consent to receive medical assistance in dying after having been informed of the means that are available to relieve their suffering, including palliative care.<\/p>\n<p>(2) A person has a grievous and irremediable medical condition only if they meet all of the following criteria:<\/p>\n<p>(a) they have a serious and incurable illness, disease or disability;<\/p>\n<p>(b) they are in an advanced state of irreversible decline in capability;<\/p>\n<p>(c) that illness, disease or disability or that state of decline causes them enduring physical or psychological<\/p>\n<p>suffering that is intolerable to them and that cannot be relieved under conditions that they consider acceptable;<\/p>\n<p>and<\/p>\n<p>(d) their natural death has become reasonably foreseeable, taking into account all of their medical circumstances, without a prognosis necessarily having been made as to the specific length of time that they have remaining.<\/p><\/blockquote>\n<p>The key procedural safeguards are as follows:<\/p>\n<blockquote><p>(3) Before a medical practitioner or nurse practitioner provides a person with medical assistance in dying, the medical practitioner or nurse practitioner must<\/p>\n<p>(a) be of the opinion that the person meets all of the criteria set out in subsection (1);<\/p>\n<p>(b) ensure that the person\u2019s request for medical assistance in dying was<\/p>\n<p>(i) made in writing and signed and dated by the person or by another person under subsection (4),<\/p>\n<p>and<\/p>\n<p>(ii) signed and dated after the person was informed by a medical practitioner or nurse practitioner that<\/p>\n<p>the person has a grievous and irremediable medical condition;<\/p>\n<p>(c) be satisfied that the request was signed and dated by the person \u2014 or by another person under subsection (4) \u2014 before two independent witnesses who then also signed and dated the request;<\/p>\n<p>(d) ensure that the person has been informed that they may, at any time and in any manner, withdraw<\/p>\n<p>their request;<\/p>\n<p>(e) ensure that another medical practitioner or nurse practitioner has provided a written opinion confirming that the person meets all of the criteria set out in<\/p>\n<p>subsection (1);<\/p>\n<p>(f) be satisfied that they and the other medical practitioner or nurse practitioner referred to in paragraph<\/p>\n<p>(e) are independent;<\/p>\n<p>(g) ensure that there are at least 10 clear days between the day on which the request was signed by or on behalf of the person and the day on which the medical assistance in dying is provided or \u2014 if they and the<\/p>\n<p>other medical practitioner or nurse practitioner referred to in paragraph (e) are both of the opinion that<\/p>\n<p>the person\u2019s death, or the loss of their capacity to provide informed consent, is imminent \u2014 any shorter period that the first medical practitioner or nurse practitioner considers appropriate in the circumstances;<\/p>\n<p>(h) immediately before providing the medical assistance in dying, give the person an opportunity to withdraw their request and ensure that the person gives express consent to receive medical assistance in dying;<\/p>\n<p>and<\/p>\n<p>(i) if the person has difficulty communicating, take all necessary measures to provide a reliable means by which the person may understand the information that is provided to them and communicate their decision.<\/p><\/blockquote>\n<p>Additional procedural details are set out in the legislation.<\/p>\n<p>In addition, under the legislation, the Ministers of Health and Justice are required to initiate independent reviews into the issues of requests made by mature minors, requests made in advance of loss of capacity, and requests made by individuals with mental illness as their sole underlying condition.\u00a0 The Ministers must initiate the reviews by December 18, 2016 and then must bring the reports from the reviews back before both Houses of Parliament no later than two years after initiation of the reviews.<\/p>\n<p>In the meantime, provincial and territorial governments are developing their responses to the recent changes to the Criminal Code:<\/p>\n<div>\n<p>[expandsub1 Columbia<\/strong>&#8220;]<\/p>\n<ul>\n<li><a href=\"http:\/\/www2.gov.bc.ca\/gov\/content\/health\/accessing-health-care\/home-community-care\/care-options-and-cost\/end-of-life-care\/medical-assistance-in-dying\" target=\"_blank\" rel=\"noopener noreferrer\">British Columbia Ministry of Health: Medical Assistance in Dying<\/a><\/li>\n<\/ul>\n<p>[\/expandsub1]<\/p>\n<\/div>\n<div>\n<p>[expandsub1 title=&#8221;<strong>Newfoundland<\/strong>&#8220;]<\/p>\n<ul>\n<li>The Newfoundland and Labrador Department of Health and\u00a0Community Services has yet to provide information to the public regarding medical assistance in dying.<\/li>\n<\/ul>\n<p>[\/expandsub1]<\/p>\n<\/div>\n<div>\n<p>[expandsub1 title=&#8221;<strong>Northwest Territories<\/strong>&#8220;]<\/p>\n<ul>\n<li><a noreferrer\">Yukon<\/a><\/li>\n<\/ul>\n<p><b>How did we get here?<br \/>\n<\/b><\/p>\n<p><b><i>Old Legislation<\/i><\/b><\/p>\n<p>Historically, all forms of euthanasia were an offence under s. 241 of Canada\u2019s\u00a0<i><a href=\"http:\/\/canlii.ca\/t\/5211r#sec222\" target=\"_blank\" rel=\"noopener noreferrer\"><b>Criminal Code<\/b><\/a>:<\/i><\/p>\n<blockquote>\n<p align=\"center\"><i>Suicide<\/i><\/p>\n<p><i>Counselling or aiding suicide<\/i><\/p>\n<p><i>241.<\/i><b><i>\u00a0<\/i><\/b><i>Every one who<\/i><\/p>\n<p><i>(a)\u00a0counsels a person to commit suicide, or<\/i><\/p>\n<p><i>(b)\u00a0aids or abets a person to commit suicide,<\/i><\/p>\n<p><i>whether suicide ensues or not, is guilty of an indictable offence and liable to imprisonment for a term not exceeding fourteen years.<\/i><\/p><\/blockquote>\n<p><b><i>Charter Challenge \u2014<\/i> Carter v Canada (Attorney General)<i> <\/i><\/b><\/p>\n<p>On June 15, 2012, Justice Lynn Smith struck down the\u00a0<i>Criminal Code<\/i>\u00a0prohibition of euthanasia (<a href=\"http:\/\/canlii.ca\/t\/frpws\" target=\"_blank\" rel=\"noopener noreferrer\"><b><i>Carter v Canada (Attorney General)<\/i><\/b><b>, 2012 BCSC 886<\/b><\/a>). She found that it violated sections 7 and 15 of the Canadian Charter of Rights and Freedoms. Her declaration of invalidity of s.241(b) of the\u00a0<i>Criminal Code<\/i>\u00a0was suspended for twelve months to give the government time to fix the law. The government appealed and Justice Smith\u2019s decision was overturned by the British Columbia Court of Appeal in 2013 (<a href=\"https:\/\/www.canlii.org\/en\/bc\/bcca\/doc\/2013\/2013bcca435\/2013bcca435.html?autocompleteStr=carter%20v%20canada%20(attorney%20ge&amp;autocompletePos=3\" target=\"_blank\" rel=\"noopener noreferrer\"><b><i>Carter v Canada (Attorney General)<\/i><\/b><\/a>).\u00a0 The majority (2:1) allowed the appeal on the grounds of\u00a0<i>stare decisis<\/i>\u00a0(that the issue had been decided by the Supreme Court of Canada in\u00a0<i>Rodriguez v British Columbia (Attorney General)<\/i>\u00a0in 1993). \u00a0The Supreme Court of Canada heard the appeal on this case in October 2014 and released its decision on February 6, 2015 (<a href=\"https:\/\/scc-csc.lexum.com\/scc-csc\/scc-csc\/en\/item\/14637\/index.do\" target=\"_blank\" rel=\"noopener noreferrer\"><b><i>Carter v Canada (Attorney General)<\/i><\/b><\/a>). \u00a0The Supreme Court (unanimously and with a decision authored by \u201cThe Court\u201d) found that the prohibition on euthanasia violates section 7 of the\u00a0<i>Canadian Charter of Rights and Freedoms<\/i>\u00a0when it prohibits access for \u201ca competent adult person who (1) clearly consents to the termination of life and (2) has a grievous and irremediable medical condition (including an illness, disease or disability) that causes enduring suffering that is intolerable to the individual in the circumstances of his or her condition\u201d (irremediable, the Court said, means that the condition cannot be alleviated by means acceptable to the person).<\/p>\n<p>The Court\u2019s declaration of invalidity of s.241(b) of the\u00a0<i>Criminal Code<\/i>\u00a0was suspended for twelve months to give\u00a0the federal\/provincial\/territorial governments time to revise existing or craft new laws if they chose to do so.\u00a0 However, in October 2015, the Conservative Government was defeated and, in December 2015, the new Liberal Government made a motion for a six-month extension to the suspension of the declaration of invalidity.\u00a0 On January 15, 2016, (<i><a href=\"http:\/\/scc-csc.lexum.com\/scc-csc\/scc-csc\/en\/item\/15696\/index.do\" target=\"_blank\" rel=\"noopener noreferrer\"><b>Carter v Canada (Attorney General)<\/b><\/a><\/i>)\u00a0the Supreme Court granted a four-month extension, giving the governments an additional four months within which to make any changes to the law.\u00a0 The Supreme Court also established a constitutional exemption under which individuals throughout Canada could access physician-assisted dying without fear of criminal liability for those who assist them by applying to a court for a judicial authorization based on a demonstration that they meet the criteria set out in the 2015\u00a0<i><a href=\"https:\/\/scc-csc.lexum.com\/scc-csc\/scc-csc\/en\/item\/14637\/index.do\" target=\"_blank\" rel=\"noopener noreferrer\"><b>Carter v Canada (Attorney General)<\/b><\/a>.\u00a0\u00a0<\/i>The following cases were decided by the courts under the Supreme Court of Canada\u2019s constitutional exemption:<i><\/i><\/p>\n<ul>\n<li><a href=\"http:\/\/eoldev.law.dal.ca\/wp-content\/uploads\/2016\/05\/2016abqb121.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Re HS<\/em>, 2016 ABQB 121<\/a>.<\/li>\n<li><a href=\"http:\/\/eoldev.law.dal.ca\/wp-content\/uploads\/2016\/05\/2016onsc1571.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><em>A.B. v. Its mandate was \u201cto provide non-binding advice to participating Provincial-Territorial Ministers of Health and Justice on issues related to physician-assisted dying. The advice is meant to assist provinces and territories in deciding what policies and procedures should be implemented within their jurisdictions in response to the Supreme Court\u2019s decision in Carter.\u201d\u00a0 The Provincial-Territorial Expert Advisory Group on Physician-Assisted Dying delivered its final\u00a0<a href=\"http:\/\/www.health.gov.on.ca\/en\/news\/bulletin\/2015\/docs\/eagreport_20151214_en.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">report<\/a>\u00a0on November 30, 2015.\u00a0 It made 43 recommendations for how federal, provincial, territorial governments (and other relevant actors) should implement a regulatory framework for physician-assisted dying in Canada.<\/p>\n<p>In December 2015, a\u00a0<a href=\"http:\/\/www.parl.gc.ca\/Committees\/en\/PDAM\" target=\"_blank\" rel=\"noopener noreferrer\">Special Joint Committee on Physician-Assisted Dying<\/a>\u00a0was appointed by Parliament.\u00a0 Its mandate was \u201cto review the report of the External Panel on Options for a Legislative Response to <em>Carter v. Canada<\/em> and other recent relevant consultation activities and studies, to consult with Canadians, experts and stakeholders, and make recommendations on the framework of a federal response on physician-assisted dying that respects the Constitution, the Charter of Rights and Freedoms, and the priorities of Canadians.\u201d The Special Joint Committee delivered its final\u00a0<a href=\"http:\/\/eoldev.law.dal.ca\/wp-content\/uploads\/2016\/05\/Special-Joint-Committee-on-PAD-FInal-Report.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">report<\/a>\u00a0on February 25, 2016. It made 21 recommendations for a regulatory framework for medical assistance in dying and related initiatives.<\/p>\n<p>On April 14, 2016, the federal Minister of Justice introduced\u00a0<a href=\"http:\/\/eoldev.law.dal.ca\/wp-content\/uploads\/2016\/05\/C-14_1.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Bill C-14<\/a>: An Act to amend the Criminal Code and to make related amendments to other Acts (medical assistance in dying).<\/p>\n<p>On May 12, the Bill was reported back to the House with\u00a0<a href=\"http:\/\/www.parl.gc.ca\/HousePublications\/Publication.aspx?Language=e&amp;Mode=1&amp;Parl=42&amp;Ses=1&amp;DocId=8255777\" target=\"_blank\" rel=\"noopener noreferrer\">amendments<\/a>.<\/p>\n<p>On May 17, the Senate tabled a\u00a0<a href=\"http:\/\/www.parl.gc.ca\/sencommitteebusiness\/CommitteeReportDetail.aspx?parl=42&amp;ses=1&amp;Language=E&amp;comm_id=1011&amp;ReportID=32014\" target=\"_blank\" rel=\"noopener noreferrer\">pre-study report<\/a>\u00a0on Bill C-14 and made a set of recommendations for amendment to the Bill.<\/p>\n<p>On May 31, the House\u00a0<a href=\"http:\/\/eoldev.law.dal.ca\/wp-content\/uploads\/2016\/07\/Bill-C-14-as-Passed-by-the-House.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">passed the Bill<\/a>.<\/p>\n<p>On June 15, the Senate sent the\u00a0<a href=\"http:\/\/eoldev.law.dal.ca\/wp-content\/uploads\/2016\/07\/Senate-amendments-sent-to-House.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Bill with amendments<\/a>\u00a0to the House.<\/p>\n<p>On June 16, the\u00a0<a href=\"http:\/\/eoldev.law.dal.ca\/wp-content\/uploads\/2016\/07\/Consideration-of-Senate-Amendments.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">House considered<\/a>\u00a0the Senate&#8217;s amendments, made more amendments itself, and sent it back to the Senate.<\/p>\n<p>On June 17, the\u00a0<a href=\"http:\/\/eoldev.law.dal.ca\/wp-content\/uploads\/2016\/07\/Consideration-of-House-Amendments.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Senate considered<\/a>\u00a0the House&#8217;s amendments and passed the Bill. (at 731-736)<\/p><\/blockquote>\n<p>For Justice Smith&#8217;s full discussion of evidence on the quality of and access to palliative within jurisdictions that permit euthanasia, <a href=\"http:\/\/eoldev.law.dal.ca\/wp-content\/uploads\/2013\/06\/Carter-v-Canada-2012-BCSC-886-excerpt-impact-of-legal-assisted-suicide-on-palliative-care.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">click here<\/a>.<\/p>\n<p>Similarly, in addressing the concern that the practice of euthanasia could hinder the development of palliative care, in its <a href=\"http:\/\/eoldev.law.dal.ca\/wp-content\/uploads\/2013\/05\/NAQC-Select-Committee-on-Dying-with-Dignity.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Report\u00a0<\/a>the National Assembly of Quebec Select Committee on Dying with Dignity found that:<\/p>\n<blockquote><p>Legitimate as this fear may be, this has not yet happened in the European countries where euthanasia has been legalized. Perhaps surprisingly, the exact opposite has occurred. The legalization of euthanasia has boosted the development of palliative care. The social consensus was to openly accept this practice as long as palliative care was accessible to more patients. Consequently, Belgium and the Netherlands have quality palliative care, much of which is offered at home. (at 69)<\/p><\/blockquote>\n<p>The conclusion that legalizing euthanasia will not lower the quality of or access to palliative care finds further support in data recently published in two reports:<\/p>\n<ul>\n<li>&#8220;<a href=\"http:\/\/graphics.eiu.com\/upload\/QOD_main_final_edition_Jul12_toprint.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">The Quality of Death: Ranking end-of-life care across the world<\/a>&#8220;, a 2010 report produced by the Economist Intelligence unit offers an overall ranking of the quality of end-of-life care across forty countries.\u00a0 Belgium and the Netherlands respectively ranked higher than Canada in the report&#8217;s overall ranking of end-of-life care services. This report was updated in 2015 and is available <a href=\"http:\/\/eoldev.law.dal.ca\/wp-content\/uploads\/2017\/05\/2015-EIU-Quality-of-Death-Index-Oct-29-FINAL.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a>.<\/li>\n<li>&#8220;<a href=\"http:\/\/www.commissiononassisteddying.co.uk\/wp-content\/uploads\/2011\/10\/EAPC-Briefing-Paper-Palliative-Care-in-Countries-with-a-Euthanasia-Law.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Palliative Care Development in Countries with a Euthanasia Law<\/a>&#8220;, a 2011 report authored\u00a0by the European Association for Palliative Care for the United Kingdom Commission on Assisted Dying, investigates the impact that legalizing assisted suicide and\/or euthanasia has had upon the development of palliative care in Belgium, the Netherlands and Switzerland, where assisted suicide and\/or euthanasia has been legalized.\u00a0 Based on an analysis of available data, this report suggests that palliative care appears to be developing within the Netherlands, Belgium and Switzerland at a rate comparable to that of other European countries where assisted suicide and euthanasia are not legal.\u00a0 From a review of relevant scientific literature, the report also suggests that the quality of palliative care within the Netherlands and Belgium after the legalization of assisted suicide and euthanasia has remained comparable to the quality of palliative care available within European countries where assisted suicide and euthanasia remain illegal.<\/li>\n<\/ul>\n<p>[\/expand]<\/p>\n<div><\/div>\n<\/div>\n<div>[expand title=&#8221;<strong>Does legalization of euthanasia put vulnerable people at heightened risk of non-voluntary or involuntary euthanasia?<\/strong>&#8220;]<br \/>\nIn answering this question, we present the findings of Justice Smith in <em>Carter v Canada (Attorney General)<\/em>, the National Assembly of Quebec Select Committee on Dying with Dignity, and the Royal Society of Canada Expert Panel on End-of-Life Decision Making as these findings are the result of evidence being presented by experts in Canada and in the permissive jurisdictions to an all-party committee of parliamentarians (Quebec Committee), or reviewed by a panel of experts (Royal Society of Canada Panel).<\/p>\n<div><\/div>\n<p><a title=\"Reliability of Evidence\" href=\"http:\/\/eoldev.law.dal.ca\/?page_id=966\" target=\"_blank\" rel=\"noopener noreferrer\">Reliable evidence<\/a> supports the conclusion that legalization of euthanasia does not put vulnerable people at heightened risk of non-voluntary or involuntary euthanasia.\u00a0 In the <em>Carter<\/em> case, Justice Smith of the British Columbia Supreme Court made the following remarks on this point:<\/p>\n<blockquote><p>I have considered the study, the critique and the cross-examinations, as well as other evidence (such as that of Ms.\u00a0Jackson, Dr.\u00a0Bentz and others) bearing on whether the experience in Oregon and the Netherlands supports the fears of those who argue that the availability of consensual assisted death will lead to the imposition of assisted death on vulnerable persons. (at 666)<\/p>\n<p>I accept that the conclusions stated in the Battin et\u00a0al. Study are soundly based on the data. I\u00a0find that the empirical evidence gathered in the two jurisdictions does not support the hypothesis that physician-assisted death has imposed a particular risk to socially vulnerable populations.\u00a0 The evidence does support Dr.\u00a0van\u00a0Delden\u2019s position that it is possible for a state to design a system that both permits some individuals to access physician-assisted death and socially protects vulnerable individuals and groups. (at 667)<\/p>\n<p>I accept that elderly persons are vulnerable to abuse and that the assessment of voluntariness of elderly people must incorporate an understanding of that reality.\u00a0 As discussed earlier, however, there is no evidence that the elderly access physician-assisted dying in disproportionate numbers in permissive jurisdictions (Professor Battin, Dr.\u00a0Ganzini, Dr.\u00a0van\u00a0Delden, Professor Deliens), and Professor Deliens observed that the number of patients over the age of 80 whose deaths resulted from LAWER in Belgium was not disproportionate. (at 847)<\/p>\n<p>However, there is no evidence that persons with disabilities are at heightened risk of accessing physician-assisted dying in jurisdictions where it is permitted. &#8230; (at 852)<\/p>\n<p>My review of the evidence in this section, and in the preceding section on the experience in permissive jurisdictions, leads me to conclude that the risks inherent in permitting physician-assisted death can be identified and very substantially minimized through a carefully-designed system imposing stringent limits that are scrupulously monitored and enforced. (at 883)<\/p><\/blockquote>\n<p>For a full discussion from Justice Smith on the issue of whether legalizing euthanasia puts vulnerable people at risk, <a href=\"http:\/\/eoldev.law.dal.ca\/wp-content\/uploads\/2013\/06\/Carter-v-Canada-2012-BCSC-886-impact-of-legal-assisted-suicide-on-vulnerable-persons-excerpt.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">click here<\/a>.<\/p>\n<p>After assessing evidence from the Netherlands and Belgium on the issue of whether a more permissive stance toward assisted dying would lead to abuse, the National Assembly of Quebec&#8217;s Select Committee on Dying with Dignity stated that: &#8220;these risks can be eliminated by defining clear and strict guidelines&#8221; (<a href=\"http:\/\/eoldev.law.dal.ca\/wp-content\/uploads\/2013\/05\/NAQC-Select-Committee-on-Dying-with-Dignity.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">National Assembly of Quebec Select Committee on Dying with Dignity,\u00a0<em>Report<\/em>\u00a0(2012)<\/a>\u00a0at 74).<\/p>\n<p>For a the Select Committee&#8217;s full discussion on this point, <a href=\"http:\/\/eoldev.law.dal.ca\/wp-content\/uploads\/2013\/06\/National-Assembly-of-Quebec-Select-Committee-on-Dying-with-Dignity-excerpt-pp.-72-75.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">click here<\/a>.<\/p>\n<p>Similarly, The Royal Society of Canada Expert Panel on End-of-Life Decision Making reviewed evidence from permissive jurisdictions concerning the relationship between euthanasia and protecting the vulnerable, and in its <a href=\"http:\/\/rsc-src.ca\/sites\/default\/files\/pdf\/RSCEndofLifeReport2011_EN_Formatted_FINAL.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Report<\/a>\u00a0concluded the following:<\/p>\n<blockquote><p>In sum, there is no evidence from the Netherlands supporting the concern that society&#8217;s vulnerable would be at increased risk of abuse if a more permissive regime were implemented in Canada. ( at 89)<\/p>\n<p>Despite the fears of opponents, it is also clear that the much-feared slippery slope has not emerged following decriminalization, at least not in those jurisdictions for which evidence is available. Nor is there evidence to support the claim that permitting doctors to participate in bringing about the death of a patient has harmed the doctor\/patient relationship. What has emerged is evidence that the law is capable of managing the decriminalization of assisted dying and that state policies on this issue can reassure citizens of their safety and well-being.
